The bags are clear, but blue. Can I use it to store waste paper for recycling? I live in New York. Thank you.

No Use clear (quite frankly) for the role. The other alternative is to wrap the work on ropes / strings, but it really only works if you have a stack of newspapers, all the same size ... work if you have been diligent in recycling paper.
